How Are CNG Prices in Nagpur Determined?
CNG prices in Nagpur are determined based on the central government APM (Administered Price Mechanism) pricing and the international LNG (Liquefied Natural Gas) prices. In 2023, the Union Cabinet authorized a new revision in the formula for natural gas prices and set a ceiling price for CNG.
Natural gas sourced from oil fields allocated by the government to state-owned oil companies such as ONGC and Oil India Ltd, and is sold under the APM pricing system. Changes in APM prices will directly impact CNG prices in Nagpur. These APM prices are set by the government and are not entirely market-linked, ensuring a stable and affordable gas supply.
In 2025, the government increased APM prices by 4% for the first time in two years, making it $6.75 per MMBtu (million British thermal units) from $6.50 per MMBtu. Since natural gas is an essential raw material in producing CNG, CNG prices also increase as APM prices increase.

The APM gas is a crucial raw material for City Gas Distribution (CGD) and CNG and domestic Piped Natural Gas (PNG) account for around 60% of APM’s sales volume for CGD companies. Increased APM prices put pressure on these companies' profit margins, causing them to transfer the increased input costs to the end users.
Around November 2024, the government reduced the cheaper APM gas supply to CGD, forcing them to buy imported and higher-cost LNG. To compensate for the high cost of LNG, CGD companies increased the retail prices of CNG and PNG by ₹2-3 per kg. In late 2024, the government increased the APM supply, increasing the APM gas share of CNG from 37% to 51% (source: Ministry of Petroleum & Natural Gas).
Why Are CNG Prices Different Across Nagpur?
CNG prices in Nagpur differ across cities due to multiple factors such as local VAT, transportation costs, operating expenses and domestic vs imported gas prices.
Value Added Tax (VAT)
CNG does not come under GST, and hence state-level VAT is imposed on CNG prices in Nagpur, which increases the cost for the user. VAT rates vary by state, causing price differences across cities.
Transportation Costs
The cost of transporting gas from terminals to filling stations impacts final prices. Cities closer to production hubs face lower transport costs, while distant cities incur higher costs that raise consumer prices.
Domestic vs Imported Prices
Most companies use a blend of low-cost domestic APM gas and higher-cost imported LNG. The mix ratio and the availability of cheaper APM gas vary by region, which leads to CNG price differences among cities.
Operating Expense and Profit Margins of CGDs
Different City Gas Distribution companies incur different operating expenses and profit margins. These cost structures influence retail CNG prices in their regions.
Factors that Impact CNG Prices In Nagpur
International Natural Gas Spot Prices
India imports a significant portion of its natural gas. Fluctuations in international gas price benchmarks therefore have a direct effect on domestic CNG prices. Total LNG imports rose materially between 2011-12 and 2024-25 (source: Petroleum Planning & Analysis Cell).
Global Crude Oil Prices
Long-term contracts often link gas prices to a formula based on international oil prices. Changes in crude oil prices can therefore impact natural gas and CNG prices.
APM Gas
Government decisions on APM gas supply and pricing (floor/ceiling and volumes) directly affect the cost base for CGD companies and thus CNG prices for consumers.
Value Added Tax
As CNG is outside GST, VAT levied by state governments increases the consumer price. Higher VAT rates raise the final cost of CNG in Nagpur.
Currency Exchange Rate
A weaker rupee makes LNG imports more expensive (paid in USD), pushing up domestic CNG prices.
Inflation
Higher inflation raises operating costs for distribution companies, which may be passed on to consumers.
Changes in Interest Rate
As the sector is capital-intensive, higher interest rates increase the cost of capital for CGDs and infrastructure projects, indirectly affecting CNG prices.
Infrastructure & Distribution Costs
Costs for pipelines, compressor stations, maintenance and distribution add to the overall price of CNG. Increases in these costs raise the final retail price in Nagpur.
How is CNG Made?
CNG (Compressed Natural Gas) is produced by extracting natural gas from underground reservoirs using drilling techniques. After extraction, impurities such as water vapour, hydrogen sulphide, carbon dioxide and mercury are removed through dehydration, acid gas removal and amine treating to prevent corrosion and freezing during compression.
The purified natural gas is compressed using specialized compressors to high pressures (typically 3,000 to 3,600 psi). Cooling is applied during compression to protect equipment and improve efficiency. The compressed gas is then stored in high-pressure cylinders and transported to fueling stations or consumers via tanks or pipelines.
Can You Convert Your Petrol Vehicle to CNG in Nagpur?
Yes. You can legally convert a petrol vehicle to CNG in Nagpurusing RTO-approved and government-certified kits installed by an authorized dealer. Conversion typically fits a CNG cylinder, regulator and ECU to enable dual-fuel functionality. It is essential to update your vehicle’s Registration Certificate (RC) at the RTO to reflect the fuel change.
