Housing and Urban Development Corporation Limited (HUDCO) is a company that engages in housing finance and infrastructure project finance. A public sector undertaking, established in 1970, HUDCO is headquartered in Delhi. The company initially began as The Housing and Urban Development Finance Corporation Private Limited on April 25, 1970, established under the Companies Act, 1956. Later, the company's name was changed to Housing and Urban Development Corporation Limited in 1974.

Business Operations

The company’s services include financial assistance in the form of loans for different housing projects such as urban and rural housing, cooperative housing, upgrading slums, staff housing, repairs and renovations.

HUDCO also extends its support to non-governmental organisations (NGOs) and private builders by providing loan assistance for housing initiatives. It facilitates finance for state governments, public agencies and private corporate sector entities through take-out finance. The corporation is involved in land acquisition and area development schemes and works closely with implementing agencies.

Beyond housing, HUDCO also specialises in financing utility infrastructure, including commercial, social and industrial projects. It gives support to community amenities like toilets, sanitation facilities, information, communication, entertainment setups and telecom sector projects. HUDCO offers services such as design development, consultancy, disaster mitigation, research and training.

HUDCO has also been involved in many Government of India programmes. As part of the Ministry of Housing & Urban Affairs (MoHUA), HUDCO actively participates in the Pradhan Mantri Awas Yojana–Urban (PMAY-U).

Within PMAY-Urban, HUDCO holds the position of a central nodal agency, alongside National Housing Bank and the State Bank of India. Its role involves directing subsidies to beneficiaries through prime lending institutions like banks and housing finance companies.

HUDCO also monitors the scheme's progress and provides utilisation certificates to MoHUA under the credit-linked subsidy scheme (CLSS) category. HUDCO is also an active participant in the government's prestigious flagship programmes such as Smart City Mission and AMRUT.

HUDCO also runs the Human Settlement Management Institute (HSMI). It engages in both research and training activities within the urban sector. Over the years, HSMI has been instrumental in benefiting approximately 54,764 officials through 1,808 training programmes conducted from 1985 to 2023.

HSMI has conducted training programs sponsored by the Ministry of External Affairs catering to more than 1,170 overseas participants through 51 ITEC (Indian Technical & Economic Cooperation) sessions and 6 e-ITEC training programmes.

HUDCO employed a workforce of 673 people as of March 31, 2023. Of the total employees, 214 were women. This represented 31.79% of the company's total employee count.
