The Ministry of New and Renewable Energy (MNRE) has notified the Solar Systems, Devices, and Components Goods Order, 2025, revising and superseding the 2017 quality norms for solar photovoltaic (PV) products.
The updated Quality Control Order (QCO) mandates adherence to Indian Standards and the use of the Bureau of Indian Standards (BIS) mark for solar PV modules, inverters, and storage batteries.
The revised order introduces detailed testing and efficiency requirements for solar PV technologies, including crystalline silicon and thin-film photovoltaic modules. It also specifies rigorous safety measures for inverters and storage batteries to meet global standards.
The order prescribes minimum efficiency criteria for solar PV modules under standard test conditions—18% for mono-crystalline silicon and thin-film modules, and 17% for poly-crystalline silicon modules.
It applies to manufacturers, importers, distributors, retailers, and lessors of solar PV components, with exemptions granted for export-only products.
BIS will oversee licensing and enforcement, with market surveillance conducted in coordination with MNRE.
Existing licenses under the 2017 order will remain valid, while renewals and new registrations will adhere to the 2025 norms.
Violations of the order will attract penalties under the BIS Act, 2016.
The updated standards aim to enhance product reliability, ensure safety, and support India’s renewable energy targets.
The revised norms were formulated after extensive consultations over 24 months with stakeholders, including manufacturers, testing laboratories, the National Institute of Solar Energy (NISE), and BIS. The draft notification was also made available for review on the World Trade Organization’s (WTO) Technical Barrier to Trade (TBT) platform for 60 days.
The order was published in the Gazette of India and will come into effect 180 days from its notification date.
MNRE said the initiative underscores its commitment to high-quality solar products while fostering innovation and sustainability in the sector.
“The revised Quality Control Order aligns with the Government of India’s commitment to promoting high-quality and efficient solar photovoltaic (PV) products for sustainable energy development,” a government release said.
