SUMMARY
CBDT notification directs PAN holders to intimate their Aadhaar number to Principal Director General of Incometax (Systems) or Director General of Income-tax (Systems) or the person authorised by the Income Tax Department. But this might not be possible unless CBDT issues clear guidelines on how to do it.

If you have used the Enrolment ID of your Aadhaar application form before October 1, 2024 to obtain a permanent account number (PAN), now is the time to inform your Aadhaar number to income-tax authorities.
Through a Gazetter notification dated April 3, 2025, the government has asked all PAN cardholders who had obtained their PAN with Aadhaar enrolment ID to replace it with their original Aadhaar number. The deadline to do this is December 31, 2025.
When you apply for Aadhaar number, the UIDAI first provides an Aadhaar Enrolment ID, which is mentioned on the Aadhaar application form. Earlier, this ID could be used used to obtain a PAN.
Now, the Central Board of Direct Taxes (CBDT) has made it mandatory to replace the Aadhaar Enrolment ID by Aadhaar number. And the last date to inform the Aadhaar number is December 31, 2025.
"In exercise of the powers conferred by sub-section (2A) of section 139AA of the Income-tax Act, 1961 (43 of 1961), the Central Government hereby notifies that every person who has been allotted permanent account number on the basis of Enrolment ID of Aadhaar application form filed prior to the 1st day of October, 2024, shall intimate his Aadhaar number to the Principal Director General of Incometax (Systems) or Director General of Income-tax (Systems) or the person authorised by the said authorities on or before the 31st day of December, 2025 or such date as may be specified by the Central Board of Direct Taxes in this behalf," the CBDT said in the notification.
The CBDT has also amended the Income-tax Rules, 1962 to make it mandatory for PAN card holders to inform their Aadhaar number to Principal Director General of Income-tax (Systems) or Director General of Income-tax (Systems) or the person authorised by the CBDT.
There is not much clarity as of now about how PAN holders can replace Aadhaar enrolment ID with Aadhaar number.
The notification simply directs PAN holders to "intimate" their Aadhaar number to Principal Director General of Incometax (Systems) or Director General of Income-tax (Systems) or the person authorised by Income Tax Department. But this will be difficult until the Income Tax Department issues guidelines on how to do it.
