Prime Minister Narendra Modi will preside over the e-distribution of 58 lakh SVAMITVA property cards to beneficiaries from around 50,000 villages in 12 states and Union Territories on December 27.
The distribution drive will include villages in Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Uttar Pradesh, and the Union Territories of Jammu & Kashmir and Ladakh.
The drive will bring the total number of property cards prepared and distributed under the SVAMITVA scheme to over 2 crore, with the government reportedly aiming to reach 2.2 crore cards by March 2026.
Union Panchayati Raj minister Rajiv Ranjan Singh, minister of state (MoS) S.P. Singh Baghel, and ministry secretary Vivek Bharadwaj will join the event, alongside several Chief Ministers, Union Ministers, and panchayat representatives. Around 13 Union ministers will oversee regional distribution ceremonies, while orientation programs will be conducted at 20,000 locations nationwide to raise awareness about the scheme.
Launched by Prime Minister Narendra Modi on April 24, 2020, as a central sector scheme under the Ministry of Panchayati Raj, SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) aims to provide “Record of Rights” to property owners in rural areas. It seeks to establish clear ownership of properties in inhabited (Abadi) lands in villages, enabling economic and social empowerment of rural citizens.
Maps generated under SVAMITVA are geo-referenced, capturing detailed digital images of properties. The Ministry of Panchayati Raj is working with states to integrate these property cards with the DigiLocker platform for easy access.
“Land ownership is not clear in developing countries. If the property ownership right is not clear, no financial institute is ready to lend someone money. If they are unable to borrow from financial institutes, they cannot do any economic activity. There are no credit linkages because asset ownership is not clearly defined,” Live Mint quoted Bharadwaj as saying.
“If your property ownership rights are not clear and you need to borrow, you don’t have any assets or property which you can use as collateral to get credit. Hence, we tried to cover Abadi (inhabited) land in rural India under the Svamitva scheme," he added.
So far, drone mapping has been completed in 3.17 lakh villages, and over 2.19 crore property cards have been prepared across 1.49 lakh villages.
