PNB charges to pension rules: Here are six important financial and banking updates in November

1. Direct mutual fund plans to become default option

Starting November 1, 2026, direct mutual fund plans will become the default option on the digital platforms of asset management companies (AMCs), according to Securities and Exchange Board of India (SEBI) Chairman Tuhin Kanta Pandey. Investors opting for regular plans will have to be informed about their higher expense ratios. Direct and regular plans invest in the same portfolio, but direct plans generally have lower expense ratios as they do not include distributor commissions. The change does not mean existing regular mutual fund investments or SIPs will automatically convert into direct plans.

2. Pensioners must submit Life Certificates

Pensioners below 80 must submit their annual life certificate, also known as Jeevan Pramaan Patra, between November 1 and November 30. The certificate confirms their eligibility to receive pension payments. Failure to submit it within the prescribed period could disrupt pension payments. Eligible pensioners can use digital submission facilities.

3. ITR filing deadline

The Central Board of Direct Taxes (CBDT) has extended the income tax return filing deadline for specified audit cases for FY 2025-26 from October 31 to November 21, 2026. The extension does not cover every taxpayer, so eligible businesses should verify the applicable requirements.

4. PNB credit card charges

PNB will introduce revised credit card service charges from November 1, 2026. Reward redemption will cost ₹99 per request, while utility bill payments exceeding ₹50,000 in a billing cycle will attract a 1% fee, capped at ₹2,000 per transaction. Cash withdrawal charges and late payment fees will also change. Applicable GST will be extra, and charges may vary by card variant.

5. PNB inactive accounts

Customers with certain PNB accounts that have maintained a zero balance and recorded no customer-initiated transactions for over three years may need to complete KYC formalities by November 10, 2026, to avoid closure. Customers should contact their branches to confirm whether their accounts fall under the specified category.

6. FASTag annual pass

Eligible private vehicle owners using national highways should also take note of the FASTag annual pass rules. According to a CNBC-TV18 report, the annual pass is available for eligible non-commercial cars, jeeps and vans and allows users to pay a fixed fee for eligible toll crossings instead of paying separately at each toll plaza.

The annual pass is priced at ₹3,000 for the current applicable period and is valid for one year or 200 toll crossings, whichever comes first. Vehicle owners should check the official FASTag portal for the latest fee, eligibility criteria and activation requirements before purchasing or renewing the pass.

The pass is applicable only at designated National Highway and National Expressway fee plazas under the scheme. It does not replace every type of toll payment, and other roads or fee plazas may have separate rules.
