SUMMARY
In the lead up to the 8th Pay Commission recommendations, the staff bodies have been demanding the 8th CPC to recommend point-to-point dearness allowance.

In May 2027, the 8th CPC will complete 18 months since its notification in November 2025. By May 2027, it is expected to submit its recommendations to the Central Government.
The DA calculation formula has not changed since 2016. Here, two sets of months matter. The instalment already fixed at 63% is based on AICPI-IW data from July 2025 to June 2026.
The formula used to calculate DA is:
The AICPI-IW data for the 12 months from January to December 2026 are (assuming August number repeats for September to December):
| Month (2026) | CPI-IW (2016=100) |
|---|---|
| January | 148.6 |
| February | 148.5 |
| March | 149.1 |
| April | 149.9 |
| May | 150.8 |
| June | 151.9 |
| July | 153.2 |
| August | 154.4 |
| September (assumed) | 154.4 |
| October (assumed) | 154.4 |
| November (assumed) | 154.4 |
| December (assumed) | 154.4 |
| Average | 152.0 |
The average AICPI-IW is 152 for the 12 months from January to December 2026. We can put this value in the formula to find the DA number applicable from January 2027:
DA = [{(152 x 2.88)−261.41}/261.41]×100-Existing DA(%)
Let's do this step by step:
Step 1: 152×2.88=437.76
Step 2: 437.76−261.41=176.35
Step 3: 176.35/261.41 = 0.674607
Step 4: 0.674607×100=67.46%
Step 5: Subtract existing DA (63%) = 67.46−63=4.46%
Based on average AICPI-IW of 152, the formula yields 4.46% DA. However, the government usually rounds off the DA to a lower number, which means a DA hike of at least 4%, taking the total from 63% to 67%. The timing of such a hike will be interesting to watch.
The 8th CPC's 18-month deadline, set in the November 2025 notification, expires in May 2027, and its report is expected around May–June 2027. The 67% instalment would take effect around four months earlier, making it probably the last DA revision under the 7th CPC structure before the new pay structure arrives.
Please note that 67% DA will be possible only if the index stays flat till December. A monthly rise of the kind seen through 2026 may even push the average, and the final rate, higher. However, a lower AICPI-IW over months can push the next DA hike lower.
In the lead up to the 8th Pay Commission recommendations, the staff bodies have been demanding the 8th CPC to recommend point-to-point DA. For instance, the FNPO has asked that “Point-to-Point DA without rounding-off should be provided.” It has further proposed that “the 8th CPC may recommend merger of DA/DR with Basic Pay whenever it crosses 25%.”
The Bharat Pensioners Samaj has also proposed “quarterly revision of DA/DR on the basis of the three-month average, with point-to-point compensation.”
However, there is a final wrinkle. When the 8th CPC's structure takes effect, DA may reset to zero and the accumulated 67% could be folded into the new basic pay. So 67% is not a permanent floor but it could be the last reading of the 7th CPC.
