A series of nationwide initiatives aims to ensure that every pensioner, regardless of age or location, can complete the verification process seamlessly through digital life certificates (DLCs).

Digital Life Certificate Campaign 4.0

Union Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh launched the Digital Life Certificate Campaign 4.0, calling the reform “born out of empathy for the elderly.”

The digital life certificate initiative was first introduced in 2014 when Prime Minister Narendra Modi launched the Aadhaar-based Jeevan Pramaan system, enabling pensioners to authenticate their life certificates online using biometrics or face recognition.

Nationwide network of camps and outreach

The Personnel Ministry said Campaign 4.0 is being conducted across nearly 2,000 districts, cities, and towns through 2,500 camps, coordinated by 1,250 nodal officers.

Last year’s DLC Campaign 3.0 saw over 1.62 crore life certificates submitted, including nearly 50 lakh from central government pensioners.

This year, the drive also aims to reach pensioners above 90 and even 100 years of age, for whom digital and doorstep services have proven most beneficial.

SBI and telecom departments intensify support

The State Bank of India (SBI) has joined the effort by holding mega camps to help pensioners generate their life certificates using face authentication technology.

SBI plans to organise similar drives in 115 cities and 575 branches, including 2,400 high-density pensioner branches.

The Department of Telecommunications’ Controller General of Communication Accounts (CGCA) has also launched a campaign to assist about 22,000 pensioners whose certificates expire this month.

The department will hold 320 camps in 171 cities, a 42% increase over last year, to ensure every retired employee can submit their digital certificate with ease.

India Post brings doorstep digital services

Using a network of 1.65 lakh post offices and 3 lakh postal workers equipped with biometric devices, IPPB will help EPFO pensioners submit their certificates through Aadhaar-based authentication.
