8th Pay Commission: 11 key demands by Staff Side on salary, pension, NPS, leave and promotions

The meeting was chaired by Justice Ranjana Prakash Desai, Chairperson, and attended by Prof. Pulak Ghosh, Member Part Time and Shri Pankaj Jain, Member Secretary, along with senior officials of the 8th CPC.

The Staff Side delegation was led by Shiva Gopal Mishra, Secretary, Staff Side, along with M Raghavaiah, Leader Staff Side and other representatives, including J R Bhosle, Guman Singh, C Srikumar, Rupak Sarkar, Tapas Bose, P U Khadse and B C Sharma.

Staff side flags key issues on procedure and timeline

Before presenting its memorandum the Staff Side urged the Commission to extend the deadline for submission of memoranda up to May 31 2026, and allow submissions through email in PDF and Word formats. It also sought the resolution of technical issues in online filing.

Key demands placed before 8th CPC

The Staff Side submitted a wide range of demands covering salary, pension, NPS, leave, promotions, allowances, and service conditions.

1. Salary and career progression

Demand for five time-bound promotions within 30 years of service and assured ACP basedACP-based progression in case of delays was raised.

2. Pay fixation on promotion

Proposal for two additional increments as a fixation, ACP-based. benefit on promotion, MACP was submitted.

3. Allowances

All allowances were proposed to be increased by three times with linkage to the DA and revision. Special focus was placed on HRA CEA and Risk Allowance.

4. Advances

The Staff Side demanded interest-free advances, restoration of Festival Advance and Natural Calamity Advance, introduction of Four Wheeler Advance and waiver of recovery from terminal benefits in case of death in service.

5. Leave reforms

Major leave-related demands included unlimited accumulation of Earned Leave with encashment up to 600 days at retirement and provision for in-service encashment.

Other proposals included full wage Child Care Leave in the second spell, menstrual leave, paternity leave, special leave for medical conditions, disability care parents care leave and relaxation in attendance marking rules.

6. CGEGIS enhancement

An increase in insurance coverage and subscription rates under CGEGIS was demanded.

7. Accidental death compensation

Ex gratia compensation for accidental death in service was proposed to be increased to 2 crore rupees.

8. Compassionate appointment

The Staff Side demanded 100 per cent coverage and removal of the 5 per cent ceiling.

9. Bonus structure

Removal of the bonus ceiling and calculation on actual Basic Pay plus DA was proposed.

10. NPS and UPS withdrawal

The Staff Side reiterated its demand for withdrawal of NPS and UPS and restoration of the non-contributory pension scheme.

11. Pensioners’ issues

Key demands included revision of pensions, One Rank One Pension for civilian employees, restoration of commuted pension after 11 years, periodic enhancement every 5 years and revision of gratuity and family pension benefits.

Staff Side seeks more consultations

Due to limited time, the Staff Side said it could only present major issues and urged the Commission to hold more meetings. A supplementary memorandum will also be submitted covering additional points.

8th CPC assurances

The chairperson assured the Staff Side that the Commission will hold more meetings, provide adequate time to federations and associations to conduct field visits for ground-level assessment and consider all demands objectively.

She also assured that a decision on extending the memorandum submission deadline would be taken soon and technical issues in submission would be resolved.

Deadline extended

The 8th Central Pay Commission has extended the deadline for submission of representations till May 31 2026, allowing more time for employees and associations to submit their inputs. The earlier deadline for the same was April 30.
