SUMMARY

As per the order, the two were debarred from participating in any tender or bids issued by NHAI for a period of two years with effect from February 17, 2026, the Hyderabad-based firm said in a regulatory filing on Wednesday.
The company added that it is reviewing the order and will take appropriate steps as per applicable law.
“NHAI, vide its communication dated 17th February 2026, has issued an order of debarment to the Concessionaire i.e., O B Infrastructure Limited (OBIL) (step-down Subsidiary) and Promoter of the Concessionaire i.e., NCC Limited restraining them from participating in any tender/bid/RFP issued by NHAI, whether acting as Concessionaire, Contractor, EPC Contractor, O&M Contractor, O&M Agency, or Consortium Member, for a period of two (2) years with effect from 17th February 2026,” the filing stated.
According to NCC, the debarment was issued in connection with a project undertaken by OBIL regarding the design, engineering, construction, development, finance, operation, and maintenance of the Orai–Bhognipur section of National Highway 25 (NH25) in Uttar Pradesh.
OBIL had constructed and maintained the Project as per the terms of the Concession Agreement dated April 26, 2006.
However, the company stated that the project execution was delayed due to a delay in handing over the land and various other breaches by the NHAI.
OBIL had initiated arbitration proceedings against the NHAI and got a favourable award dated November 20, 2024. Following this, the NHAI challenged the award before the Hon’ble High Court of Delhi, and the same is pending, the firm added.
It added that there are a few other disputes between OBIL and NHAI regarding the execution and maintenance of the project, with OBIL initiating arbitration proceedings against the latter regarding those disputes in September 2025.
“NHAI has initiated the present debarment proceedings during the pendency of the arbitral proceedings,” it stated, adding that, “OBIL is contending that the said debarment order has been issued after completion of the concession period without providing the opportunity of being heard, in violation of principles of natural justice and shall challenge the same as per the law.”
While NCC clarified that there are no financial or operational impacts on its existing order and ongoing project, the impact, if any, on future tenders depends on business opportunities arising during the debarment period.
“At present, no quantifiable financial impact can be ascertained,” NCC said.
NCC has a total market capitalisation of ₹9,452.23 crore, as of February 18, 2026, according to data on the NSE.
