The government is set to roll out a revamped Goods and Services Tax (GST) registration scheme from November 1, 2025, as part of the broader GST 2.0 reforms.

The initiative aims to simplify compliance, reduce processing timelines, and strengthen risk-based monitoring, particularly for small and medium enterprises (SMEs).

Under the new scheme, low-risk applicants, defined as businesses with a monthly output tax liability below ₹2.5 lakh will receive automated registration approvals within three working days.

Announcing the reform during the inauguration of the new Central GST (CGST) Bhawan in Ghaziabad on October 24, 2025, Union Finance Minister Nirmala Sitharaman said, “The goal is a more efficient, technology-driven GST scheme that simplifies compliance for honest taxpayers while strengthening enforcement against fraud.”

  4. There must be a dedicated helpdesk for GST registrations to facilitate the taxpayers in the application process.

6.Field units must conduct an internal audit of the functioning of the GST Seva Kendras and take action on the shortcomings faced by the taxpayers.

The GST Council has approved a more seamless and transparent registration process. Sitharaman emphasised that “Technology and risk-based parameters must do the heavy lifting, not the taxpayer.

The GST 2.0 reforms include other key changes as well, such as a simplified two-slab structure, 5% and 18%, with a 40% rate for luxury and sin goods.

The Finance Ministry is also working on automated refund systems, rationalised return filings, and risk-based audits to reduce compliance burdens and improve transparency.
