For pensioners residing abroad, the government has recently issued a notification detailing convenient methods to complete this necessary procedure without requiring a trip to India.

The following methods are available for submission of the Life Certificate for pensioners living abroad:

1. Certification via designated bank officer

In the case of a pensioner/family pensioner residing abroad and drawing pension/family pension through any bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the Life Certificate may be signed by a designated officer of the bank.

A pensioner/family pensioner is exempted from personal appearance upon submission of the Life Certificate signed by the designated bank officer.

2. Exemption via authorised agent and approved signatories

A pensioner/family pensioner not residing in India, in respect of whom a duly authorised agent produces a Life Certificate signed by a Magistrate, Notary, Banker, or Diplomatic Representative of India, is exempted from personal appearance.

3. Verification through Indian Embassy/Consulate Certificate

In the case of NRI pensioners/family pensioners who are unable to come to India for personal identification, pension/family pension may be continued based on a certificate issued by an authorised official of the Indian Embassy/High Commission of India or the Consul of the Indian Consulate in the country of residence.

This certificate shall be issued after verifying the identity of the pensioner/family pensioner based on the photograph affixed on the PPO, Passport, or any other such document.

4. Submitting documentation remotely to the Embassy/Consulate

Suppose the pensioner/family pensioner is unable to visit the Embassy of India/Consulate. In that case, he/she may submit the requisite documents by post to the Embassy/Consulate, including a Doctor’s Certificate indicating the pensioner’s/family pensioner’s inability to appear in person.

The Embassy of India/High Commission/Indian Consulate may also assist pensioners/family pensioners in submitting their Life Certificate.
