Govt mandates banks to monitor Digital Life Certificate submissions: What pensioners need to know

The government has stepped up monitoring of Digital Life Certificate (DLC) submissions to ensure retirees comply with the mandatory requirement, the Rajya Sabha was informed on Thursday.

Union Minister of State for Personnel Jitendra Singh said in a written reply to a question, “All banks disbursing pensions have been directed to monitor non-submission of DLCs and make arrangements to ensure DLC submission.” He added that the Department of Pension and Pensioners’ Welfare also monitors banks to assist pensioners in completing the process.

All pensioners are required to submit a life certificate for the continuation of pension payment.

What is Digital Life Certificate

A Digital Life Certificate confirms that a pensioner is alive, allowing pension payments to continue without interruption. Traditionally, retirees had to visit banks or offices in person.

Face authentication simplifies submission

To address these difficulties, the government has introduced face authentication technology, which allows pensioners to generate their DLC using only a smartphone. This reduces reliance on biometric devices and in-person visits, making the process more accessible for senior citizens.

Support services for senior citizens

Singh highlighted that additional support is provided for pensioners above 80 years of age. “Services of India Post and Payments Bank, post offices and Gramin Dak Sevaks are also utilised to help senior citizens, especially above 80 years of age, to submit their DLCs. Pensioners above 80 years can submit their DLCs in October also,” he said. Doorstep services are provided for the sick, disabled, or those living in remote areas.

Nationwide DLC campaigns and pension adalats

Nationwide DLC campaigns are conducted annually from November 1 to 30, with mega camps organised in areas having high concentrations of pensioners.

Singh added, “As on March 6, 2026, the Department of Pension and Pensioners’ Welfare conducted 15 pension adalats for pensioners of all ministries and departments of the Centre, wherein 27,812 long-pending grievances on CPENGRAMS portal have been taken up and 19,948 cases resolved on the spot.” Remaining grievances are being followed up on and monitored.

Experts advise retirees to submit their DLC promptly to avoid delays or interruptions in pension payments. With multiple submission channels, pensioners have several convenient options to submit the same.
