In a significant move towards empowering pensioners digitally, the Department of Pension & Pensioners' Welfare (DoPPW) is conducting Nationwide DLC Campaign 3.0 in November 2024 to simplify the submission of life certificates for pensioners using face authentication technology.

In an official statement published on November 7, the Ministry of Personnel, Public Grievances & Pensions said that this method allows pensioners to submit their certificates through Aadhaar-based recognition on Android smartphones.

The DoPPW organised a campaign in 37 locations in 2022, generating 1.41 crore DLCs. The campaign in 2023 was extended to 100 locations, with over 1.47 crore DLCs generated.

The third edition of the campaign, scheduled from November 1-30, 2024, will cover 800 locations across the country. The primary partners for the campaign include the banks, India Post Payments Bank, Pensioners' Associations, UIDAI, MeitY, Ministry of Defence, Ministry of Railways and DoT.

Many camps will be organised nationwide to help pensioners with digital submissions. Special arrangements including home visits are also made for super senior or disabled pensioners. The campaign will be promoted through social media platforms overseen by the DoPPW via the DLC Portal.

What is a Digital Life Certificate?

A Digital Life Certificate (DLC), also known as Jeevan Pramaan, is a biometric-enabled digital service that is used by pensioners to provide proof of life to their pension disbursing agency. To generate a DLC, pensioners need to use the Jeevan Pramaan app or website to authenticate their identity by providing their Aadhaar number and biometrics. Once generated, the certificate is stored online and can be accessed by both the pensioner and the pension disbursing agency.

Pensioners can submit their Digital Life Certificate from home or visit Common Service Centres (CSCs), Pension Disbursing Banks, Post Offices or designated Government Offices. A nominal fee of around ₹70 is charged for each successful generation of the DLC. To be eligible for a DLC, pensioners need to have a valid Aadhaar card. Moreover, they need to ensure that their Aadhaar number is registered with their pension disbursement agency.

Campaign objectives

The pensioners were previously required to visit Pension Disbursing Authorities, which was challenging for senior citizens. The DoPPW introduced Digital Life Certificates (DLCs), or Jeevan Pramaan, in 2014 and face authentication technology in 2021. This development made the process more accessible for the elderly, eliminating the need for biometric devices.

The key objective of the campaign is to establish a system accessible to even remote or limited-mobility pensioners.

Under the Nationwide DLC Campaign 3.0, a Mega Camp will be held at the State Bank of India Administrative Office on KG Road, Bengaluru, on November 8, 2024. The Secretary of P&PW and other senior officials from the department will visit the camp, which is aimed at helping pensioners use various digital methods to submit their DLCs. UIDAI will assist pensioners with updating their Aadhaar records, wherever needed, and address any technical issues.
