The Centre has launched its fifth nationwide Digital Life Certificate (DLC) campaign from November 1, 2026, covering 2,000 cities and districts across the country. The month-long campaign, which will continue until November 30, aims to make it easier for pensioners to submit their annual life certificates without having to visit banks or pension offices.
For pensioners, submitting a life certificate every year is necessary for the continuation of pension payments. The Digital Life Certificate facility, available through the government's Jeevan Pramaan service, allows pensioners to complete this process digitally using biometric authentication.
This year's campaign will particularly focus on promoting face authentication technology, which allows pensioners to generate their life certificates using smartphones running Android or iOS.
The Department of Pension and Pensioners' Welfare, under the Personnel Ministry, is conducting the fifth nationwide Digital Life Certificate campaign from November 1 to November 30.
According to the government, this is the biggest-ever DLC campaign, covering 2,000 cities and districts.
The campaign will be conducted through coordination among pension-disbursing banks, India Post Payments Bank, Pensioners' Welfare Associations, the Controller General of Defence Accounts, the Department of Telecommunications, Railways, EPFO, state governments, UIDAI and the Ministry of Electronics and Information Technology.
The objective is to reach pensioners across the country, including those living in remote areas.
One of the key features being promoted during the campaign is face authentication, which allows pensioners to generate their Digital Life Certificate using a smartphone camera.
The facility is available on Android and iOS devices and does not require a separate biometric fingerprint scanner.

Complete face authentication to generate the Digital Life Certificate.
After successful authentication, a Pramaan ID is generated. Pensioners can use this ID to access and download their Digital Life Certificate.
The official Jeevan Pramaan portal provides information about the service and application downloads.
The government will coordinate with banks, India Post Payments Bank, pensioners' associations and other participating organisations to facilitate certificate generation.
Doorstep services will also be provided wherever required, particularly to assist pensioners who cannot travel to banks or designated centres.
The campaign will additionally offer services such as health check-ups and Aadhaar updation.
The government has also made arrangements to address grievances related to Digital Life Certificates.
Grievance officers will handle DLC-related complaints with an emphasis on immediate resolution.
This is intended to help pensioners who face difficulties while generating or submitting their certificates.
The nationwide campaign will run from November 1 to November 30 across 2,000 cities and districts.
Pensioners can use face authentication through Jeevan Pramaan to generate their Digital Life Certificate using a compatible smartphone. Those who need assistance can approach participating banks, post offices and other designated centres or seek doorstep services where available.
The campaign is part of the government's effort to make annual life certificate submission more accessible, particularly for elderly pensioners and those living in remote locations.
The facility is available through the NPS by Protean eGov mobile application. PFRDA has said that all UPS pensioners must submit their Digital Life Certificates annually by November 30 to ensure uninterrupted continuation of monthly assured payouts.
