For many senior citizens, especially those in advanced age, completing property registration can be physically taxing and financially stressful.

Recognising this challenge, the Bihar government has announced doorstep registration of land and flats for citizens aged 80 years and above. The initiative is designed to make property-related financial decisions easier, safer and more accessible for senior citizens.

According to a PTI report, Bihar Chief Minister Nitish Kumar said the facility will come into effect from April 1, 2026, and will be implemented under the state’s flagship governance programme, ‘Saat Nischay-3’, which focuses on Sabka Samman, Jeevan Aasaan (ease of living with dignity).

Property is often the most valuable financial asset for retirees. Delays in registration or incomplete documentation can lead to inheritance disputes, legal complications and financial uncertainty for families.

By enabling registration at home, the government is reducing physical strain, dependence on middlemen and the risk of procedural errors.

Who is eligible

The facility is available to senior citizens aged 80 years and above who face difficulty visiting registration offices and require assistance to complete land or flat registration.

How the doorstep registration facility will work

As per the PTI report, the Prohibition, Excise and Registration Department will provide this service through specially designed mobile registration units.

Once an application is approved, officials will visit the applicant’s residence to complete biometric verification and documentation.

New land information system for buyers and sellers

To protect buyers and sellers, the government will also provide updated land records before registration. Interested applicants can request this service, after which officials will collect the latest land details from the concerned circle office.

For senior citizens, this initiative supports estate planning, asset transfer and wealth protection, ensuring property records are updated during their lifetime and reducing the risk of future disputes.

The Bihar cabinet has approved the rollout of Saat Nischay-3 for the period 2025–2030, continuing reforms launched in 2015. Citizens can submit suggestions to the Chief Minister’s office until January 19.
