The Federation of National Postal Organisations (FNPO) has submitted its memorandum to the 8th Central Pay Commission, outlining a major overhaul of the salary structure for Department of Posts employees. The proposal includes a demand for a basic pay of over ₹1 lakh for Postman-level cadres under the revised pay matrix.

Memorandum submitted to 8th Pay Commission

The FNPO submitted its detailed representation on April 20, 2026, requesting the Commission to consider its proposals as part of the ongoing consultations on wage revision for central government employees.

The federation stated that its recommendations align broadly with the Joint Consultative Machinery (JCM) Staff Side framework on pay revision principles, including fitment formula, allowances, and pay matrix restructuring.

₹1.12 Lakh basic pay proposed for postman cadre

A key highlight of the proposal is the demand for a revised basic pay of ₹1,12,000 for Postman and Mail Guard cadres, up from the current ₹25,500 under the 7th Pay Commission.

The FNPO has recommended a fitment factor of 3.83, which forms the basis of the proposed salary restructuring across all levels in the postal department.

The federation argues that the revised structure reflects the expanded responsibilities of postal employees in financial services, logistics, and government scheme implementation.

Demand for higher annual increments

FNPO has also proposed increasing the annual increment rate to 6% of basic pay, citing rising inflation and career stagnation in multiple cadres.

It has argued that the current 3% increment under the existing system is insufficient to maintain real income growth.

Equal pay and promotion reforms

The memorandum highlights disparities in entry-level pay between direct recruits and promotees, calling for the principle of “equal pay for equal work” to be strictly implemented across all cadres.

It also seeks reforms in promotion policies and expansion of career progression opportunities to address stagnation among lower and middle-level employees.

While the FNPO’s proposals outline a significant upward revision in pay structures, the final recommendations of the 8th Pay Commission will be decided after detailed review and consultation with all stakeholders.

Government approval and implementation will determine the actual revised salary framework.
