8th Pay Commission: BPMS seeks ₹72,000 pay, fitment factor 4, 6% increment and DA rationalisation

The Bharatiya Pratiraksha Mazdoor Sangh (BPMS), representing civilian employees in defence production and related establishments, has submitted its draft memorandum to the 8th Central Pay Commission, outlining key demands on pay structure, minimum pay, fitment factor, annual increment, and pay matrix.

Minimum pay demand

BPMS has stated that minimum pay should be fixed keeping in view “economic realities, social justice, and administrative sustainability”, and must ensure a “dignified standard of living for the lowest-paid employee.”

The union has suggested linking minimum pay with per capita income growth as a more rational basis for revision.

86.76% rise in national income cited for pay revision

Citing official data, BPMS noted that Per Capita Net National Income increased from ₹1,03,219 in 2016–17 to ₹1,92,774 in 2024–25, marking an “86.76% growth.”

"As per data published by the Ministry of Statistics and Programme Implementation (MoSPI), the Per Capita Net National Income at current prices has increased from ₹1,03,219 in 2016–17 to ₹1,92,774 in 2024–25. This reflects an increase of approximately 86.76% over the period," BPMS noted.

₹72,000 minimum pay proposal

Taking fiscal constraints into account, BPMS has proposed a moderated minimum pay of ₹72,000 per month, describing it as “a balanced midpoint between economic justification and fiscal prudence.”

Fitment factor of 4.00 suggested

The memorandum proposes a fitment factor of 4.00, based on the existing ₹18,000 minimum pay.

It states that the factor reflects income growth, inflation impact, and DA neutralisation, while ensuring “simplicity, transparency, and uniform application.”

Demand to increase the annual increment from 3% to 6%

On annual increments, BPMS has recommended increasing the current rate from 3% to 6%, stating that “DA protects inflation, increment ensures real income growth.”

It further argues that the present rate is insufficient compared to rising living costs and private sector increment trends.

Call to revise the family unit from 3 to 5

The union has also called for revising the family unit concept used in pay calculations from 3 units to 5 units, noting that employees typically support parents along with spouse and children.

BPMS has said the overall recommendations are aimed at building a “fair, rational, and sustainable pay structure” that balances employee welfare with fiscal responsibility.

Meanwhile, the 8th Pay Commission has issued a clarification that the last date for submitting memorandum on its official website (8cpc.gov.in) is April 30, 2026.
