8th Pay Commission appointments: How does it compare to the 7th and 6th CPCs?

The Government has started appointments for the 8th Pay Commission, which is likely to begin its work soon.

On April 21, 2025, the Department of Expenditure, Ministry of Finance, issued two separate circulars for appointing as many as 40 personnel in the pay commission. These include two directors/deputy secretaries, three under secretaries, and 35 other posts.

These personnel will work behind the scenes to help the 8th Pay Commission finish its work as per the terms of reference.

However, the government has yet to declare names for the highest positions in the commission, including chairman, secretary, and other key members.

How the 8th CPC appointments compare with the 7th, 6th CPCs

The number of persons working in the 8th CPC is expected to be almost the same as the 7th CPC.

There were a total of 45 persons in the 7th Pay Commission, including the chairman, 18 persons in the secretariat, 16 consultants, and seven other personnel. There were four members in the 7th CPC, which was headed by Justice Ashok Kumar Mathur.

The 6th Pay Commission also had four members, including the chairman, but only 17 persons in the secretariat. The 6th CPC was chaired by Justice BN Srikrishna.

While both the 7th and 6th CPCs had four members each, the fifth CPC had just three members. In the past, the first CPC had 9 members, the second CPC had six members, while the third and fourth CPCs had five members each.

When will the 8th CPC begin its work?

It may take a few weeks or more for the 8th Pay Commission to start its work. There are a lot of tasks left to be completed.

For instance, there has been no decision till now about the terms of reference of the new pay commission. Although a few meetings have been held in the last three months to discuss the terms of reference. Once the Department of Personnel and Training (DoPT) decides the terms of reference, it will be sent to the Union Cabinet for approval.

The Government is yet to nominate the chairman of the 8th Pay Commission and its key members, including the secretary.

The ongoing open positions in the 8th CPC will be filled by officials on deputation from various departments. As the government has just issued the vacancy circulars, it may take a bit longer to finalise names for all positions in the pay commission.
