8th Pay Commission: 5 issues referred to 8th CPC by Cabinet Secretary

Here's are the five issues suggested for referring to the 8th CPC by the Cabinet Secretary during NC-JCM's 49th meeting.

The Cabinet Secretary recommended referring five issues of Central Government employees and pensioners to the 8th Central Pay Commission (CPC) during the 49th meeting of National Council (JCM) on May 11, 2026.

As per the meeting details available on the website of the Federation of National Postal Organisations (FNPO), the Cabinet Secretary recommended referring at least five issues to the 8th CPC. Here's a quick look at those issues:
1. Five-yearly pension hike

During the meeting, the NC-JCM Staff Side insisted on implementing the following recommendations of the Parliamentary Standing Committee:

  • Enhancement of pension every five years

  • Increasing the FMA to Rs.3000 per month for pensioners

  • Establish CGHS wellness Centre in all Districts.

The Cabinet Secretary directed to refer the first two issues to the 8th CPC and the Health Ministry may consider for additional CGHS Wellness centre, as per the document.

2. Higher family pension

During the meeting, the Staff Side appealed that the family pension should not be reduced to 30% of the notional pay of a deceased government employee/pensioner. The Cabinet Secretary suggested to refer this issue to the 8th CРС.

3. Pay scale parity for firefighters

The Staff Side demanded parity in the pay scale of fire fighting staff of Central Government at par with the Delhi Fire Service. The Cabinet Secretary directed that the matter be examined and also referred to 8th CPC.

4. Pay fixation on promotion after MACP

The staff side demanded the grant of pay fixation benefit under FR-22 (1)(a)(1) to those employees who are promoted after availing the benefit of МАСР.

The Cabinet Secretary directed to examine the views expressed by the Staff Side and if required to refer to 8th CPC

5. Maternity Act benefit

The Staff Side raised the issue of the implementation of the provisions of the Maternity Act 1961 for women central government employees. The Cabinet Secretary said the matter may be examined, and if required, it may be referred to the 8th СРС.

During the meeting, the Staff Side also said that the Government may consider inclusion of the existing pensioners to revision of pension, and other issues like restoration of commuted portion of pension, enhancement of pension etc and the restoration of old pensione scheme etc in the Terms of reference of 8th CPC.
