8th Pay Commission: 5 changes in House Rent Allowance rules proposed by Staff Side

One of the suggestions by the Staff Side is that HRA should be indexed to dearness allowance (DA). This will help the automatic adjustment of HRA to inflation.

Staff Side have suggested changes in HRA rules.

The 8th Central Pay Commission (CPC) recently completed a crucial milestone in its brief journey. It received memorandums from various stakeholders, including several bodies representing employees and pensioners. The deadline for receiving those memorandums ended June 15, 2026.

Going forward, the pay panel is expected to study the suggestions and proposals in those memorandums, in the lead up to the preparation of its final report. Some of the important suggestions the pay commission has received are about the grant of House Rent Allowance (HRA).

The following are five changes related to HRA proposed by the NC-JCM Staff Side.

1)HRA reflecting actual rent

The Staff Side have proposed to remove the mismatch between actual housing costs and the House Rent Allowance (HRA) provided to Central Government employees.

2)Population-wise HRA limit

The Staff Side have proposed following revision based on population of cities in view of the sharp rise in housing costs and the mismatch between HRA and the actual prevailing market rent:

The Staff Side have proposed that the monthly HRA should be indexed to dearness allowance (DA). This will help the automatic adjustment of HRA to inflation.

"Further, HRA should be indexed to Dearness Allowance so that it automatically adjusts with inflation.," they said.

4)Classification of city every 5 years

Given the increasing population and inflation, Staff Side have suggested that the classification of cities should be done every five year. "The Classification of cities should also be reviewed every Five Years to reflect changing population and housing conditions."

5)HRA for pensioners

The Staff Side have also suggested payment of HRA to pensioners as a large part of their pension is utilised for paying house rent.

"We further request that the 8th CPC may consider for recommending Payment of HRA to the Pensioners since they are facing hardship to lead a decent life after the retirement since a major portion of the pension is utilized for paying House Rent," the Staff Side said.

Meanwhile, the Railway Senior Citizens Welfare Society (RSCWS) has also called for periodic revision of HRA.

"...key allowances such as House Rent Allowance and Transport Allowance require periodic review in light of rising housing costs, transportation expenses and urban living costs. In metropolitan and high-cost cities, the existing rates may not fully compensate the actual expenditure incurred by employees," RSCWS said in its memorandum to the 8th CPC.
