8th Pay Commission: Two-hour monthly late attendance relief proposed by Staff Side

SUMMARY

At present, half day CL is deducted for each late attendance by an employee if he has already marked two late attendances of up to an hour in a month. NC-JCM Staff Side want this rule to change.

As the deadline for submitting memorandum to the 8th Central Pay Commission has ended, it's time now for the pay panel to consider proposals of various organisations representing employees and pensioners.

A number of proposals are very interesting from employees' point of view. One such proposal is about changing a rule related to deduction of half-day CL (casual leave) due to late attendance and it has been submitted by the NC-JCM Staff Side. Read on for details.

At present, half day CL is deducted for each late attendance by an employee if he has already marked two late attendances of up to an hour in a month. The Staff Side wants this ceiling to be raised to two hours in view of rising traffic-related hassles in almost every city.

"At present Half Day CL is debited to the CL account for each late attendance over and above late attendance up to an Hour for not more than 2 occasions in a month. Considering the present huge traffic conditions in almost all the cities and also the fact that Biometric attendance system is implemented in all the Central Government Establishments, the above provision may be amended that late attendance up to 120 minutes (2 Hours) in a month may be condoned and any late attendance after this 120 minutes grace period in a month then Half day CL can be deducted," the Staff Side wrote in their memorandum to the 8th CPC.

Work related illness and injury leave (WRIIL)

Apart from the above, the Staff Side has asked for a change of a condition for work-related illness and injury leaves.

The Staff Side has proposed removal of the "condition that in the case of persons to whom the Workman Compensation Act 1923 applies, the amount of leave salary payable under WRIIL shall be reduced by the amount of compensation payable under the Act and no earned leave or Half Pay leave will be credited during the period that the employees is on WRIIL may be withdrawn."

They said this condition is causing hardship to the employees for no fault of theirs.

The 8th CPC is expected to review the proposals made by various bodies representing employees and use relevant suggestions to frame its final recommendations,, which are expected to be submitted to the government in 2027.
