India approved 12 greenfield industrial cities in 2024: How far has the work progressed?

Eight of the 12 greenfield industrial cities and nodes approved in 2024 have awarded engineering, procurement and construction (EPC) contracts for internal infrastructure works as of January 2026, the government told Parliament on Tuesday.

In a written reply to the Lok Sabha, Commerce and Industry Minister Piyush Goyal said Special Purpose Vehicles (SPVs) have been incorporated for all 12 projects, while equity has been released in nine.

“As of January 2026, a total of 08 cities were successfully awarded EPC contracts for the construction of internal trunk infrastructure works. Since then EPC contract for one more project has been awarded and another one project has been finalised,” the minister said.

He said that programme managers have been onboarded for nine projects to monitor execution, environment clearances have been obtained for 11, and foundation stones laid for two industrial nodes.

The 12 greenfield projects include integrated manufacturing clusters at Khurpia, Rajpura-Patiala, Hisar, Agra, Prayagraj and Gaya, besides industrial areas at Dighi Port, Palakkad, Jodhpur-Pali Marwar, Orvakal, Kopparthy and Zaheerabad.

The minister said internal facilities such as roads, water supply, sewerage and power distribution are being developed as part of each industrial city, while external connectivity is being coordinated through the PM GatiShakti National Master Plan portal.

“External connectivity infrastructure—such as bulk water supply, power, telecom and roads—has been comprehensively mapped and examined on the PM GatiShakti National Master Plan portal and is provided by concerned state SPVs as per Shareholder Agreement/State Support Agreement conditions,” he said.

The government also updated Parliament on progress in earlier industrial townships, saying that in four completed cities, a total of 434 domestic and global companies have been allotted plots covering 4,641 acres.

Major allottees include Hyosung of South Korea, Russia’s NLMK, Tata Chemicals, Toyota Kirloskar, ReNew Power, Coatall Films, Fuji Silvertech, J-World and Amul.

“The 12 new greenfield industrial cities, approved by the Government of India in August 2024, are currently at various stages of development,” Goyal said.

The minister said industrial townships are being planned with residential facilities, healthcare and schools, with 20–30% of project areas earmarked for non-industrial uses.

“Industrial Townships under the NICDP are planned with adequate housing and social infrastructure such as schools, healthcare etc. to ensure that workers employed in industrial areas have convenient access to nearby residences and essential services,” he said.
