The task force will focus on integrating the sector with global value chains, strengthening manufacturing capabilities, addressing value chain bottlenecks, creating a skilled workforce, promoting design and innovation, and improving ease of doing business.

At present, India’s toy industry share is 1.9% of global trade.

Addressing an event titled "Team Up for Toys: Driving SCALE, Innovation and Exports", Commerce and Industry Minister Piyush Goyal called upon the industry to build a complete domestic ecosystem backed by advanced technologies, higher localisation, globally competitive quality standards and stronger branding.

He also launched the Toy Sector Playbook, a roadmap aimed at manufacturers, startups, MSMEs, investors and entrepreneurs.

The playbook provides guidance on manufacturing ecosystems, value chains, quality standards, skill development, product innovation, intellectual property and export opportunities.

The minister said government initiatives such as mandatory BIS quality certification, cluster development programmes and support for MSMEs and startups have helped strengthen the sector.

He urged industry to focus on innovation, sustainability, scale and exports to build globally recognised Indian toy brands.

According to DPIIT, India currently has over 21,000 MSMEs engaged in the toy sector, more than 770 DPIIT-recognised toy startups, nearly 50 toy clusters and over 1,800 BIS licence holders.

DPIIT Joint Secretary Kajal said the toy industry was among the first sectors identified for focused intervention under the government's manufacturing push because of its potential for local value addition, employment generation and exports.

SCALE Chairman Pawan Goenka said the diversification of global supply chains presents a major opportunity for India to emerge as a trusted toy manufacturing and export hub.

He said the country's growing domestic market, coupled with stronger design capabilities and export competitiveness, can help achieve the target of securing a 5% share in the global toy market by 2032.
