Explained: What is Delhi's proposed Property Aadhaar Card and how will it work?

The Delhi government is preparing to introduce a Property Aadhaar Card, a unique digital identity for every property in the national capital, as part of a wider plan to modernise land records and reduce disputes over ownership.

The proposal is part of the Delhi Land Records Bill, 2026, which is expected to be placed before the Delhi Cabinet soon.

While the legislation is unlikely to be introduced during the upcoming Monsoon session of the Assembly, it is expected to be taken up in a special session later.

What is a Property Aadhaar Card?

Under the proposed legislation, every property in Delhi will undergo a scientific survey and a digital land record will be prepared.

Each property will then be assigned a unique digital identity in the form of a Property Aadhaar Card.

Just as the Aadhaar card has provided every citizen with a trusted form of identity, every property in Delhi will now be given a secure and authentic digital identity, Delhi chief minister Rekha Gupta said on Thursday.

Why is Delhi introducing it?

Gupta said the absence of a systematic land records system for decades has created difficulties in establishing ownership, carrying out property transactions, inheritance, obtaining loans, securing building plan approvals and resolving land disputes.

She said authenticated digital property records would reduce ambiguity, improve transparency and help bring down land-related disputes.

The new system seeks to create a single authenticated digital database that can be used across government departments.

The proposed property database is also expected to support implementation of government welfare schemes by providing an authenticated record of properties.

According to Hindustan Times, it could eventually be linked to schemes such as the Delhi Lakshmi Yojana, under which eligible women are to receive a monthly financial assistance of ₹2,500.

The database is also expected to support implementation of the Delhi Lakhpati Bitiya Yojana, under which financial assistance will be provided for up to two girls in a family through phased deposits from birth until graduation.

How will the system work?

In a post on X, the CMO said the legislation would enable a scientific survey of the entire city, creation of digital land records and a modern, transparent property management system.

It said the reform builds on the Centre's SVAMITVA scheme, under which smart property cards have already been prepared for 30 rural villages in Delhi using drone surveys and technical support from the Survey of India.

The government will now expand the exercise across the National Capital Territory, covering residential, commercial and other categories of properties in urban areas as well.

According to the CMO, a digital record will be created for every floor of every building to ensure that no property remains outside the ambit of the exercise.

Is this based on an existing model?

Yes. The Delhi government says the proposal builds on the Centre's SVAMITVA scheme, under which drone surveys were carried out in 30 rural villages in Delhi with technical support from the Survey of India.

Smart property cards have already been prepared for these villages, and the experience will now be extended across the National Capital Territory, including urban areas.

Gupta has said the initiative will make property ownership and related services "simpler, more transparent and more reliable."
