Over one lakh pension-related grievances were filed online in 2025 through the Centralised Pension Grievances Redress And Monitoring System (CPENGRAMS), the government informed the Lok Sabha.

What is CPENGRAMS?

The CPENGRAMS portal allows senior citizens/pensioners to register complaints, track progress, and seek redressal for issues ranging from delayed payments to incorrect calculations.

Pension delays are common

Data from CPENGRAMS shows a rising trend in grievances over the past three years:

  • 2023: 78,675 complaints

  • 2024: 1,12,215 complaints

  • 2025: 1,07,731 complaints

"On this portal, the total number of pension grievances received during the years 2023, 2024 and 2025 are 78,675, 1,12,215 & 1,07,731, respectively, while 72,902, 1,07,701 & 1,13,272 grievances, including those brought forward from previous year also, have been redressed, respectively during these years," Union Minister of State for Personnel Jitendra Singh said in a written reply.

Defence, Banking, and Railways lead pension complaints; Defence tops pending cases with 3,699

Certain ministries receive more complaints than others, reflecting the size of their pensioner base. The Ministry of Defence, Banking Division, and Ministry of Railways top the list. As of March 6, 2026, pending cases remain highest in the Ministry of Defence (3,699), followed by the Ministry of Home Affairs (449) and the Ministry of Railways (263).

As a result of the close coordination with stakeholders through pension adalats, monthly inter-ministerial review meetings, and annual special campaigns, there has been a significant reduction in the average redressal time, Singh said.

The present redressal time recorded during February 2026 is 19 days, the minister said.

How senior citizens, pensioners can lodge and track pension complaints online

  • Identify the issue: Delayed pension payments, incorrect calculation, pending arrears, or family pension concerns.

  • Register online: Use CPENGRAMS to submit your complaint.

  • Provide details: Include your name, department/ministry, pension specifics, and the issue.

  • Track your grievance: Monitor progress online; average resolution is 19 days.

  • Escalate if needed: Cases may be taken up in pension adalats or inter-ministerial reviews for faster resolution.

Keep all pension documents ready and check updates regularly to avoid prolonged delays.

Delays can temporarily disrupt household income despite a structured grievance process. Pensioners should maintain a small cash buffer while awaiting resolution.
