8th Pay Commission: Is Govt considering Staff Side's Terms of Reference suggestions? FinMin replies

8th Pay Commission Terms of Reference news update: The Government received the Terms of Reference suggestions for the 8th Central Pay Commission (8th CPC) from the NC-JCM Staff Side several months back.

However, there has been no update on whether the Staff-Side's suggestions have been accepted or not

On Tuesday (July 22, 2025), the Finance Ministry acknowledged receiving the suggestions while replying to a query in the Rajya Sabha by member Bhubaneshwar Kalita. However, it didn't comment on whether those suggestions have been accepted or not.

Rajya Sabha member Kalita had asked the following questions:

  • whether Government has received any suggestion from the National Council of Joint Consultative Machinery NC-JCM) for framing the terms of reference for Eighth Central Pay Commission, if so, the main suggestions of the council.

  • whether these suggestions are being considered by Government

  • whether Government is planning to involve all stakeholders in the Commission

  • if so, the details thereof, if not, the reasons therefor

Replying to the above queries, Union Minister of State for Finance, Pankaj Chaudhary, shared the Terms of Reference suggestions by the Staff Side, while adding that it has sought inputs from major stakeholders.

"Inputs have been sought from major stakeholders, including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from States," Chaudhary said.

8th CPC: Not notified yet

On Monday (July 21, 2025), the minister had said in the Lok Sabha that the 8th Pay Commission's chairperson and members will be appointed after the notification of the 8th CPC.

Further, the implementation of the 8th CPC will be taken up once the recommendations are made by the 8th CPC and are accepted by the Government.

"The Chairperson and Members of the 8th CPC would be appointed once the 8th CPC is notified by the Government. The implementation would be taken up once the recommendations are made by the 8th CPC and are accepted by the Government," Chaudhary said.

The Government had announced the decision to constitute the 8th CPC in January 2025. However, there has been no update till now about when it will be set up formally.
