Central Govt employee? DoPT decides to phase out physical Service Book, maintain e-Service Book

The Central Government has decided to phase out physical service books of employees and replace them with digital service books. The online service books will be treated as legally tenable for all purposes.

The Central Government maintains a service book for each of its employees. The service book serves as a record of an employee's entire service period, including their salaries and increments, right from the first day of hiring till retirement.

Till now, the Government has been maintaining the service book of an employee at the head office where s/he is serving. On the transfer of an employee from one office to another, the physical service book is also transferred.

However, the Government has now decided to maintain the service book online in the form of an e-Service Book.

The e-Service Book will be maintained on the e-HRMS 2.0 portal.

"The Service Book of a Government Servant is a document to record all the events in his! her entire service period and career recording each and every administrative action of the Government Servant right from the stage of his recruitment till his retirement to reflect the history of service of a Government employee," the Department of Personnel and Training (DoPT) said in an office memorandum dated June 17, 2025.

"As per SR 198 & 199 such a Service Book is to be maintained for a Government servant from the date of his! her first appointment and is required to be kept in the custody of the Head of Office in which he is serving and needs to be transferred along with the employee, upon transfer. It has now been decided to maintain the e-Service Book on e-HRMS 2.0 portal," it added.

The DoPT has instructed all ministries and departments to phase out physical service books and maintain e-service books only.

"Hence all the Ministries/ Departments, further to their onboarding on e-HRMS 2.0, are requested to maintain e-Service Books on e-HRMS 2.0 only and phase out physical service books, after ensuring the completeness & accuracy of data in the e-Service books on eHRMS 2.0, as the same will be treated legally tenable for all purposes," DoPT said.
