The recently notified resolution on the 8th Central Pay Commission (CPC) by the Finance Ministry has led to allegations that it has excluded central government pensioners and family pensioners from the purview of the 8th CPC. An employees' federation has even written to the Finance Ministry about the alleged omission, stating that the revision of pension is a right of the pensioners. What the 8th CPC resolution says and doesn't say

The 8th Pay Commission resolution, notified on November 3, 2025, doesn't specifically mention any review of the existing pension being provided to central government pensioners and family pensioners.

However, the resolution has mandated the 8th CPC to review the following issues related to pension under the National Pension System (NPS), including the Unified Pension Scheme:

  • To review the Death-cum-Retirement Gratuity of employees borne on the National Pension System (including Unified Pension Scheme) and make recommendations thereon.

  • To review the Death-cum-Retirement Gratuity and pensions of employees not borne on the National Pension System (including Unified Pension Scheme) and make recommendations thereon...

How is the 8th CPC resolution different from 7th CPC on pension issue

The 7th Pay Commission resolution was notified by the Finance Ministry on February 28, 2014. Unlike the 8th CPC, the 7th CPC resolution directly mandated the pay commission to examine principles that should govern the structure of pension and other retirement benefits.

The 7th CPC resolution also mandated the review of pension of employees, who retired before the implementation of the 7th Pay Commission, while keeping in view that employees joining after January 1, 2004 are covered under the New Pension Scheme (NPS).

"To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS)," the 7th CPC resolution said.
