Assam has taken an early lead by becoming the first state in India to decide to constitute the 8th Pay Commission.

Assam Chief Minister Himanta Biswa Sarma stated that the 8th Pay Commission in the state will be formed under the chairmanship of former additional chief secretary Subhas Das.

"The Centre has already formed the 8th commission, but no state government has so far constituted a pay commission after that. Assam will become the first state in the country to constitute it", he said.

This is a significant step towards employee welfare and progressive governance, Sarma added.

By constituting the 8th Pay Commission ahead of a clear rollout timeline from the Centre, Assam has set a precedent that other states may closely watch.

Assam's early policy choice may encourage other states to start internal evaluations on pay structures and service conditions, even though most state governments usually wait for the Central Pay Commission's recommendations before acting.

Meanwhile, the term of the 7th Pay Commission came to an end on December 31, 2025. However, the government has not yet officially announced whether the 8th Pay Commission will come into effect from January 1, 2026.

During a recent discussion in Parliament, the government indicated that the implementation date of the 8th Central Pay Commission will be decided after the commission submits its recommendations.

The 8th CPC has recently started its work in line with the Terms of Reference notified by the government. It has been given a period of up to 18 months to study various matters and submit its report.

Central Pay Commissions are set up from time to time to review the pay structure, pensions, allowances, and service conditions of Central Government employees. Their recommendations are generally implemented once every ten years.
