The Staff-Side of the NC-JCM has proposed to the 8th Central Pay Commission (CPC) to increase the minimum salary of employees from ₹18,000 to ₹69,000. They calculated this minimum pay using a scientific living wage formula. The following is a step-by-step breakdown of how they arrived at this number.

Expanded family: The 7th CPC offers a minimum salary of ₹18,000, considering a family unit of 3 members. For the 8th CPC, the Staff Side has based their calculations on a 5-unit family to account for modern realities and legal obligations to support dependent parents.

The breakdown is: Employee (1 unit) + Spouse (1 unit) + 2 Children (0.8 units each) + Parents (0.8 units each) = 5.2 units, which was rounded down to 5 units.

Updated nutritional norms: The Staff Side has also discarded the older 2700 Kcal norm and adopted the Indian Council of Medical Research (ICMR)’s recommendation of ~3490 Kcal for physically demanding work. This food basket includes adequate proteins (milk, eggs, meat, fish), 30-35 liters of dairy per month, fruits, vegetables, and spices.
Expenditure calculation: The Staff Side calculated the monthly expenses for a 5-unit family using the average all-India retail prices projected for January 2026 and compounding percentages as follows:
Essential expenses: The total cost of food items (₹26,887.46), detergents (₹655), clothes (₹2,035), and stitching charges (₹3,000) comes to a base subtotal of ₹32,577.46
  • Housing: Added at 7.5% of the base expenses = ₹2,443.31 .
  • Fuel, electricity, and water: Added at 20% of the combined total of base expenses + housing = ₹7,004.15
  • Skill development: Added at 25% of all the above costs = ₹10,506.23
  • Additional expenses (Marriage, recreation, festivals): As mandated by a 1991 Supreme Court Judgment, they added 25% of all accumulated costs up to this point = ₹13,132.79
  • Technology charges: Finally, they added a 5% charge on the entire accumulated total to cover modern technological and digital needs = ₹3,283.19

The final result after adding all the above components comes to ₹68,947.15 per month, rounded off to ₹69,000, which the Staff Side has proposed as the minimum pay for Group C employees. The proposed minimum pay points to a minimum fitment factor of 3.833.

Therefore, considering the average retail prices of the Food items, Clothing expenditure, 7.5% for Housing, 20% for Fuel, Electricity, Water Charges, 25% for Skill Development, 25% for Additional Expenditure towards marriage, recreation, festival etc., as per Supreme Court Judgment of 1991 and Technology Charges at the rate of 5%, the minimum pay computed by the Staff Side National Council (JCM) is Rs. 69,000/- for 5 Unit Family,” the Staff Side said in its memorandum to the 8th CPC.

“Accordingly, the Fitment Formula for the existing employees and pensioners will be 3.833,” they added.
