8th Pay Commission: Gazette notification of Terms of Reference, Chairman delayed more than 7th CPC

The delay in the Gazette notification of the 8th Pay Commission's chairman, members, and the Terms of Reference (ToR) has become a cause of worry for many Central Government employees and pensioners.

The Government announced its decision to set up the 8th Central Pay Commission (CPC) early in January 2025 to ensure the timely replacement of the outgoing 7th Pay Commission by the new pay panel.

The tenure of the 7th CPC is ending in 2025, and it is expected to be replaced by the 8th CPC from January 1, 2026.

However, the delay in finalising the ToR and the panel members has led to speculations that the January 2026 target may be missed.
While announcing the Union Cabinet's decision to set up the 8th CPC in January 2025, Union Minister Ashwini Vaishnav had said the chairman and two members of the commission will be appointed soon. But it is yet to happen.

Delay bigger than 7th CPC

The government has not yet notified the ToR and members, and the chairman of the 8th Pay Commission. Unexpectedly, the delay in notification has now become bigger than the 7th CPC.

The 7th CPC was announced on September 25, 2013. Its Chairman and the Terms of Reference were notified approximately 156 days later, on February 28, 2014.

However, 164 days have already passed since the announcement of the 8th Pay Commission on January 16, 2025, and yet the formal notification on the chairman, members, and the ToR has not been published.

Delay causing unrest

According to Staff Side (JCM), the delay in 8th CPC's ToR notification and the absence of "clear and timely communication" have led to various apprehensions among employees and pensioners.

In a recent letter to the Cabinet Secretary, the Staff Side (JCM) said the delay is also causing unrest and uncertainty among employees and pensioners.

To remove all doubts, the Staff Side has asked the Government to issue clear and widely circulated guidelines on the finalised Terms of Reference (ToRs) of the 8th Central Pay Commission at the earliest. This will help "dispel any ambiguity and restore confidence among the workforce."

Further, they have also asked for the constitution of the 8th CPC at the earliest.

The Staff Side had earlier expected a timeline that would have resulted in the implementation of the 8th CPC by January 2026. They had expected the pay panel to be established in February 2025 itself.
