8th Pay Commission pension news: On December 2, 2025, the Minister of Finance will reply to a query in the Rajya Sabha on whether the revision of pension of central government employees is not proposed under the 8th Central Pay Commission (CPC). Like the Lok Sabha, the Finance Minister will also reply to another query about the merger of dearness allowance/dearness relief with basic pay as an immediate relief for employees and pensioners.

The question has been submitted by Rajya Sabha members Javed Ali Khan and Ramji Lal Suma.

According to the list of upcoming questions posted on the Rajya Sabha website for December 2, 2025, the members have asked the following to the Minister of Finance:

Will the Minister of Finance be pleased to state:
  • Whether Government has issued notification for constitution of Eight Central Pay Commission (CPC) recently, the details thereof along with Terms of References (TOR);
  • Whether Government would merge the existing DA/DR with basic pay as an immediate relief measure for Central Government employees/pensioners, if so, the details thereof, if not, the reasons therefor; and
  • Whether revision of pension of Central Government employees is not proposed under eight CPC, the reason therefor?
Meanwhile, on December 1, 2025, the Finance Ministry will respond to a question about DA/DR merger with Basic Pay as an immediate relief for pensioners and employees. (read more details here).

Current status of 8th Pay Commission

The Union Government has notified the Terms of Reference (TOR) of the 8th Pay Commission and also nominated members and the chairperson of the pay panel.
The 8th Pay Commission is expected to submit its recommendations in 12-18 months. Meanwhile, several employee unions and pensioners' bodies have raised multiple concerns around the existing TOR. One of the biggest issues they have highlighted is the absence of specific mention of pension revision provision in the TOR.
