While Central Government employees are eagerly waiting for a formal notification of the 8th Pay Commission's Terms of Reference and members, the Government is yet to appoint key officials of the new pay panel.

On Thursday, July 3, 2025, the Department of Personnel and Training (DoPT) once again extended the last date for submission of applications for four Under Secretary posts in the 8th Central Pay Commission (CPC).

The last date of applications has now been extended till July 31, 2025.

This is the third time since May when the DoPT has extended the last date of submission of applications for these posts.

What's the issue?

In April 2025, the DoPT proposed filling the 4 posts of Under Secretary (Level 11) under the 8th Central Pay Commission (CPC) on a deputation basis, as per the Central Staffing Scheme, within the Department of Expenditure.

The applications were invited for the post through a circular dated April 22, 2025.

However, it seems the department has not yet received applications from eligible candidates for these key posts in the pay panel.

The original last date for submission of applications for these posts was May 21, 2025. In May, the last date was extended till June 10, 2025. On June 12, the last date was again extended till June 30, 2025. Now, it has been extended till July 31, 2025.

Who can be appointed for these posts?

As per the circular dated April 22, 2025, officers from the All India Services or any other Organized Group 'A' Services of the Government of India (participating under Central Staffing Scheme) eligible for appointment at the Under Secretary level under the Central Staffing Scheme, are eligible for the above posts.

The appointed officials' period of deputation for the posts of Under Secretary would coincide with the tenure of the 8th Central Pay Commission (CPC).

After the end of the 8th CPC's tenure, the officers posted as Under Secretary may be considered for other vacancies under the Central Staffing Scheme based on functional requirement for the balance period of their respective admissible tenure as provided under the extant guidelines.

For these appointments, the department will give preference to officers with experience in handling pay matters of the Government of India and those with strong data analysis skills.
