Finance Secretary Tuhin Kanta Pandey has been appointed the 11th chairman of capital market regulator Securities and Exchange Board of India (SEBI), the government said in an order on Thursday. He will assume office for an initial tenure of three years.

According to a government order, "The Appointments Committee of the Cabinet has approved the appointment of Shri Tuhin Kanta Pandey, IAS (OR:1987), Finance Secretary and Secretary, Department of Revenue to the post of Chairman, Securities and Exchange Board of India (SEBI), initially for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier."

The Odisha-cadre IAS officer would supersede Madhabi Puri Buch whose three-year tenure will end on Friday, February 28.

Pandey will lead SEBI when markets are trading in deep red following the withdrawal of more than ₹1 lakh crore by foreign portfolio investors (FPIs) since January.

The 1987-batch IAS officer is the most senior official in the Ministry of Finance, overseeing the Department of Revenue.

Pandey was appointed as revenue secretary on January 9, 2025, after his predecessor Sanjay Malhotra took charge as Reserve Bank of India (RBI) governor.

He played a key role in framing the recent Budget and drafting the new Income Tax Bill, which will replace the Income Tax Act, 1961.

Pandey holds a Master of Arts (MA) in Economics from Punjab University, Chandigarh, and an MBA from the University of Birmingham (UK).

In the early stages of his career, Pandey served as the administrative head in the departments of health, commercial taxes, general administration, transport and finance. He also acted as the executive director of the Odisha State Finance Corporation and managing director (MD) of the Odisha Small Industries Corporation.
