Winter Session 2025: Insurance, Atomic Energy, 12 other bills to be taken up; check list

SUMMARY

Fourteen bills—including major proposals to open the insurance and nuclear power sectors, streamline securities market laws, and maintain high taxes on tobacco and pan masala—are set to be taken up during the Winter Session of Parliament from December 1 to 19.

As many as 14 bills, including key proposals to open up the insurance and atomic energy sectors and overhaul securities market laws, are slated for consideration during the Winter Session of Parliament beginning Monday, December 1.

The legislative agenda was outlined on Sunday at an all-party meeting chaired by Defence Minister Rajnath Singh and convened by Parliamentary Affairs Minister Kiren Rijiju in the Parliament House Complex.

The Winter Session will run from December 1 to 19, offering 15 sittings over 19 days.

According to the Parliamentary Affairs Ministry, leaders from 36 political parties, including Union ministers, attended the meeting and were briefed on the government’s plans for the session.

Rijiju told floor leaders that the government was ready to discuss all issues as per the rules of both Houses.

Key bills on the agenda

Finance Minister Nirmala Sitharaman on Monday introduced The Central Excise (Amendment) Bill, 2025, and The Health Security se National Security Cess Bill, 2025.

The excise bill aims to restore the Centre’s power to levy duty on tobacco products such as cigarettes, chewing tobacco and cigars, while the new cess bill seeks to impose a levy on machinery and processes used to manufacture pan masala.

The proceeds will be used to “augment resources for national security and public health”, the government said. Currently, GST of 28% and a varying compensation cess are imposed on these products.

Among other major proposals is the Insurance Laws (Amendment) Bill, 2025, which seeks to raise the foreign direct investment (FDI) limit in the insurance sector to 100% from the current 74% as part of broader financial sector reforms.

The sector has attracted about ₹82,000 crore in FDI so far.

A major structural reform, the Securities Markets Code Bill, 2025, is also listed.

The proposed law will merge the SEBI Act, Depositories Act and Securities Contracts (Regulation) Act into a unified code to simplify compliance and improve ease of doing business in capital markets.

The Atomic Energy Bill, 2025, proposes allowing private sector participation in nuclear power generation for the first time.

At present, the Nuclear Power Corporation of India Ltd (NPCIL) operates all 24 reactors totalling 8,180 MW, around 2% of India’s electricity mix. The proposed law aims to help the government achieve its target of 100 GW of nuclear capacity by 2047.

The Jan Vishwas (Amendment of Provisions) Bill, 2025 will also be taken up during the session. The bill is currently with a Select Committee, which is expected to submit its report on the opening day.
