Trump orders US exit from 66 global bodies; setback to India-led International Solar Alliance | Full list

US President Donald Trump has ordered the United States to withdraw from dozens of international organisations, conventions and UN bodies.

US President Donald Trump has directed the withdrawal of the United States from dozens of international organisations, conventions and UN bodies, saying continued participation in them was contrary to American interests.

In a presidential memorandum dated January 7, Trump asked all executive departments and agencies to take “immediate steps” to effect the withdrawals, following a review conducted by the Secretary of State under an earlier executive order issued in February 2025.

"I have considered the Secretary of State’s report and, after deliberating with my Cabinet, have determined that it is contrary to the interests of the United States to remain a member of, participate in, or otherwise provide support to the organizations," Trump said in the memorandum.

The move covers 35 non-UN organisations and 31 United Nations entities.

“For United Nations entities, withdrawal means ceasing participation in or funding to those entities to the extent permitted by law,” the memorandum said.

Among those listed is the India-led International Solar Alliance (ISA), which was launched in 2015 to promote solar energy adoption and mobilise investments.

Besides the International Solar Alliance, the list of non-UN bodies includes the Intergovernmental Panel on Climate Change, International Renewable Energy Agency, International Union for Conservation of Nature, Global Counterterrorism Forum and the Freedom Online Coalition, among others.

The United States will also withdraw from several UN-linked bodies and offices, including the UN Framework Convention on Climate Change, UN Population Fund, UN Women, UN Conference on Trade and Development, and multiple commissions operating under the UN Economic and Social Council.

International Solar Alliance

India-backed ISA, headquartered in Gurugram, is the first international intergovernmental organisation to be based in the country. It has 124 member and signatory nations and works to scale up solar energy deployment by reducing costs, mobilising finance and supporting policy reforms across sectors such as power, agriculture, health and transport.

India has repeatedly described the Alliance as a symbol of South-South cooperation and a key platform for accelerating the global energy transition.

Union Minister for New and Renewable Energy Pralhad Joshi, who is also President of the ISA Assembly, recently called the grouping a “true symbol of global cooperation and shared purpose”.

"India achieved the Nationally Determined Contribution target of 50% capacity from non-fossil sources, 5 years ahead of the deadline. India is the voice of the Global South. And through ISA, we are turning that voice into action, helping nations harness solar power and share technology,” he had said. The US’ withdrawal is a major setback to the efforts to scale up solar energy deployment.
