SUMMARY
The Defence Research and Development Organisation (DRDO) handed over 12 Licensing Agreements for Transfer of Technology (LATOTs) covering eight indigenously developed systems to industry partners.

The event seeks to boost collaboration between DRDO and the Indian defence manufacturing sector, with over 150 participants, including MSMEs and start-ups.
The Defence Research and Development Organisation (DRDO) on Wednesday handed over 12 Licensing Agreements for Transfer of Technology (LATOTs) covering eight indigenously developed products to industry partners during the inaugural session of SAMANVAY 2025, a two-day industry synergy meet of its Electronics and Communication Systems (ECS) cluster.
The event, being held in Bengaluru, aims to strengthen collaboration between DRDO laboratories and the Indian defence manufacturing ecosystem, with participation from over 150 industry representatives, including MSMEs and start-ups.
The technologies transferred include advanced systems such as the D-29 Electronic Warfare Suite developed by the Combat Aircraft System Development and Integration Centre, handed over to Bharat Electronics Limited (BEL), Bengaluru, and NATSAT Handheld and Mini Terminals from the Defence Electronics Application Laboratory, transferred to BEL Panchkula.
Other technologies include the Sarang Electronic Support Measure System of Programme SAMUDRIKA and DOLPHIN-II, both from the Defence Electronics Research Laboratory and transferred to BEL Bengaluru.
The Instruments Research & Development Establishment handed over technologies for the Laser Beam Rider Guidance System with Eye-safe Laser Range Finder to BEL Pune and Bharat Dynamics Limited, Hyderabad; the Athermal Laser Target Designator to BEL Pune; and Laser Photoacoustic Spectroscopy to four private firms — DH Limited (Ghaziabad), Enertech Engineering Pvt Ltd (Hyderabad), Beam Infotech Pvt Ltd (Gurgaon) and Nibe Ltd (Pune).
The Microwave Tube Research & Development Centre transferred its M-Type Dispenser Cathode technology to Panacea Medical Technologies Pvt Ltd, Malur, Karnataka.
Virtually inaugurating the event, Secretary, Department of Defence R&D and DRDO Chairman Dr Samir V Kamat said DRDO was empowering Indian defence manufacturing for a self-reliant future by uniting innovation with industry.
“From research laboratories to real-world capabilities, DRDO is partnering with the industry to develop indigenised solutions for the Armed Forces and realise the government’s vision of Make in India, Make for the World,” he said.
Kamat also announced that DRDO has set up Industry Interaction Groups across all its laboratories, centres and headquarters to enhance industry understanding of DRDO’s policies and processes.
SAMANVAY 2025 features 10 technical and policy sessions focusing on industry engagement, MSME and start-up participation, and defence R&D partnerships. The deliberations will explore reforms, opportunities and challenges in strengthening India’s defence innovation ecosystem.
