New passport rules 2025: The central government has made changes to the passport rules, making a birth certificate the mandatory and sole proof of date of birth (DoB) for those born on or after October 1, 2023.

The new rule, which amends the Passport Rules of 1980, will come into force after it is published in the official gazette.

New passport rules 2025: Proof of Date of Birth for persons born before October 1, 2023

  • Birth certificate issued by the Municipal Corporation or the Registrar of Births and Deaths or any other authority, empowered under the Registration of Births and Deaths Act, 1969 (18 of 1969).
  • Transfer or matriculation or school leaving certificate with the applicant's date of birth.
  • Permanent Account Number or PAN Card with DoB
  • Copy of an extract of the service record (for serving Government servants) or the Pay Pension Order (for retired Government servants), duly attested or certified by the officer-in-charge of the concerned Ministry or Department, having the applicant's date of birth.
  • Driving licence with date of birth.
  • Election Photo Identity Card containing the date of birth.
  • Policy bond issued by the Life Insurance Corporation (LIC) or state-run firms having insurance holder's date of birth.

New passport rules 2025: DoB proof for those born on or after October 1, 2023

  • Birth certificate by the Registrar of Births and Deaths, the Municipal Body, or any other authority empowered under the Registration of Births and Deaths Act, 1969.

Under the new rules, the passport holder's residential address will not be printed on the last page of the document. Instead, a barcode will be placed on the document, which immigration officials can scan to access this information.

Colour coding of new passports

To simplify passport identification, government officials will receive a white passport, diplomats will get a red passport, and ordinary citizens will get blue passports.

No parents' information in new passports

The names of the passport holder's parents will be removed from the last page of the document to protect personal information.
