India initiates anti-dumping probe into mobile covers from China, solar cell component from 3 countries

The Directorate General of Trade Remedies (DGTR) found prima facie evidence that cheaper imports were undercutting prices, reducing margins, and harming domestic industries.

India has initiated anti-dumping probe into imports of solar cell components from South Korea, Thailand and Vietnam, as well as mobile phone covers from China, following complaints by RenewSys India and All India Mobile Cover Manufacturer Association, the Directorate General of Trade Remedies said on Monday.

According to a notification issued by the DGTR, the Commerce Ministry has launched a probe into the alleged dumping of solar encapsulants, a polymer-based material used in manufacturing solar photovoltaic (PV) modules.

The investigation follows an application filed by RenewSys India Pvt. Ltd., which alleged that cheaper imports from the three countries were causing material injury to domestic producers.

Solar encapsulants are considered an essential component of PV modules as they provide adhesion, cushioning and mechanical support to solar cells.

The petitioner argued that dumped imports were undercutting domestic prices, depressing margins, and leading to underutilisation of capacity.

The DGTR said it has found “sufficient prima facie evidence” of dumping and injury, warranting the initiation of a detailed investigation to determine the extent of dumping and its impact on the Indian industry.

In a separate case, the authority has also initiated an anti-dumping probe into mobile phone covers imported from China following a complaint filed by the All India Mobile Covers Manufacturers Association (AIMCMA), alleging injury to the local industry due to cheap shipments.

Mobile covers, also known as smartphone cases, protective shells or phone covers, are accessories designed to protect mobile phones from damage and also serve as personal style items.

“The landed value of subject imports is undercutting and suppressing the prices of the domestic industry… The market share of domestic industry has declined significantly over the injury period,” DGTR said in a notification on Monday.

"The authority, hereby, initiates an anti-dumping investigation to determine the existence, degree and effect of the dumping," it added.

If it is established that the dumping has caused material injury to domestic players, the DGTR would recommend the imposition of the levy on imports.

The finance ministry takes the final decision to impose duties.
