The ₹270.07 crore project, initiated by Gadkari in coordination with Goa Chief Minister Pramod Sawant, is set to become a major global tourist attraction, according to the ministry.

The construction is slated to be completed over five years.

Modelled on the Eiffel Tower, the observatory towers will feature a revolving restaurant, art gallery, and state-of-the-art tourist facilities.

The twin structures, each rising to 125 metres, will be built on two pile cap foundations positioned between the bridge’s pylons.

According to the ministry of road transport and highways, the project will be executed on the Design, Build, Finance, Operate and Transfer (DBFOT) model, which will have “zero financial burden on the government”.

The selected concessionaire will construct and operate the towers for a concession period of 50 years.

Each tower will include capsule elevators for panoramic ascents and two spacious upper floors with dimensions of 22.50 by 17.80 metres.

A 7.5-metre-wide dedicated walkway bridge will be constructed on either side in the marine portion for easy access, while parking will be provided at both ends of the bridge.

Officials said the project will boost tourism and economic activity in Goa, generate employment, and contribute to the state's hospitality, retail, and transport sectors.

"It will foster local entrepreneurship by boosting allied sectors such as hospitality, transport, and retail. Moreover, it will position Goa as a premier destination for architectural tourism and experiential travel on the international map.”
