Delhi Cabinet clears EV policy; only electric autos from Jan 2027, e-two-wheelers from April 2028

The Delhi Cabinet has approved a new Electric Vehicle (EV) Policy, outlining a four-year roadmap to accelerate electric mobility through subsidies, scrappage incentives, and phased restrictions on petrol and diesel vehicles.

The Delhi Cabinet on Monday approved the Electric Vehicle (EV) Policy, which is likely to come into effect from July 1, Chief Minister Rekha Gupta said.

The new EV policy lays out a four-year roadmap to accelerate the shift to electric mobility through subsidies, scrappage incentives, charging infrastructure and phased restrictions on new petrol and diesel vehicle registrations.

Addressing a press conference, Gupta said that around ₹15,000 crore will be invested under the new policy over the next four years to promote electric mobility and reduce vehicular pollution in the national capital.

Under the new policy, only electric auto-rickshaws will be registered in the national capital from January 1, 2027, while registration of new petrol and diesel two-wheelers will end from April 1, 2028.

The policy also provides purchase incentives of up to ₹30,000 for electric two-wheelers and ₹50,000 for electric three-wheelers in the first year to accelerate adoption of clean mobility.

Buyers of eligible electric two-wheelers priced up to ₹2.25 lakh will receive incentives linked to battery capacity.

Those purchasing vehicles in the first year of the policy will get ₹10,000 per kilowatt-hour of battery capacity, subject to a maximum of ₹30,000. The incentive will reduce to ₹20,000 in the second year and ₹10,000 in the third year.

People replacing old CNG auto-rickshaws with electric autos, or purchasing new permitted electric autos, will receive incentives of ₹50,000 in the first year, ₹40,000 in the second year and ₹30,000 in the third year.

Owners scrapping BS-IV and older four-wheelers and purchasing an electric car with an ex-factory price of up to ₹30 lakh will receive a scrapping incentive of ₹1 lakh.

The incentive will be available to the first one lakh eligible applicants under the policy.

The government has not provided any subsidy for hybrid vehicles under the new EV policy, officials said.

However, strong hybrid vehicles priced up to ₹30 lakh will continue to receive a 50% exemption on road tax and registration fees, while fully electric vehicles in the eligible category will enjoy a 100% exemption.
