Bharat Bandh on August 21 Latest Update: A 'Bharat Bandh' or nationwide shutdown has been called by the SC-ST Samyukta Sangharsh Samiti on Wednesday, August 21, to mark dissent against a recent Supreme Court ruling that allows states to create sub-categorisation within Scheduled Caste (SC) and Scheduled Tribe (ST) reservations.

The SC-ST Samyukta Sangharsh Samiti, which has issued the bandh call, is an umbrella body representing various SC and ST groups. The outfit is considered to have a significant influence in the state of Rajasthan.

The Samiti said it would hold a peaceful demonstration, the Times of India reported. The Rajasthan unit of Bahujan Samaj Party (BSP) will also hold demonstrations on Wednesday in support of the shutdown, the publication added.
Notably, an apex court bench had, on August 1, ruled that states can create sub-categorisation within SC and ST reservations. "...historical and empirical evidence indicates that Scheduled Castes are not a homogenous class," the Indian Express had quoted the bench as saying.

What will remain open and closed?

The outfit calling the protest has requested all business organisations to keep the markets closed, the Times of India reported. However, there was no confirmation whether the markets will remain shut, and whether the impact of the shutdown call will be felt in all parts of the country.

The SC-ST Samyukta Sangharsh Samiti, in a statement, noted that all emergency and essential services will remain unhindered.

The operations of schools, colleges, banks, public transport and petrol pumps will also remain unaffected, the group reportedly said.

"All essential and emergency services such as medical, drinking water, educational institutions, public transport, rail services, fuel pumps, electricity, and banks will remain open,” TOI quoted the Samiti as saying.

According to the newspaper, Rajasthan Police DGP UR Sahoo has directed all SPs to engage with the organisations that have supported the bandh call, and ensure that the law and order remains maintained.
